Lord Kirill emphasized the importance of cooperation between the Church and the state in the matter of spiritual and moral education, noting that priests can help police officers find answers to difficult life questions, find peace of mind and self-confidence. He suggested a number of specific areas for cooperation, including personal conversations with priests, seminars on studying the Holy Scriptures and the works of the holy fathers, as well as joint participation in church services and visits to holy places.
