With the blessing of His Holiness Patriarch Kirill of Moscow and All Russia, Metropolitan Joseph elevated a cleric of the Ivanovo-Voznesensk Eparchy Hieromonk Seraphim (Lopukhov), elected by the Holy Synod at its meeting on October 24 (journal No. 111) as Prelate of Yeisky and Timashevsk.
